Back in 2015, the Treasury Department briefly shut down cash shipments to Baghdad over concerns that dollars were reaching ISIS.

Now, the reality is that some of those dollars are reaching Iranian-backed militias.

As mentioned, the militias at the center of all this are deeply embedded inside Iraq's political system, similar to what we see with Hezbollah in Lebanon, with influence across government institutions, financial networks, and the country's armed forces.

So the problem is, Washington is insisting that Iraq crack down on influential Iranian-backed elements embedded within its own system.

And frankly, much like with the Lebanese government unable to control Hezbollah,

It's not clear that the Iraqi government can take on these militias.
