I think inflated-ish, the thing about non-governmental organizations or NGOs is they have a sort of clear incentive to exaggerate problems. So like domestic servitude is generally defined in really nebulous ways. I know there's examples of people underpaying domestic servants who don't know anything about the law or treating them badly.
