I mean, I didn't get into it in this book, but there's huge issues with a promotion system that, yes, it's a meritocracy, but there's incredible limits on who could move as quickly. So you've got little Eisenhowers out there who are stuck at captain rank for six years, even though they should be a lieutenant colonel based on what they're capable of doing.
