So Kathy is taking her case to the New York City Council, testifying at their hearings about missing persons.

These guys that are going to testify today are like the higher-ups, so they don't hear it directly from the people.

Speaking first, Inspector Joe Resnick, head of the NYPD Special Investigations Division.

He knows Christine's case.

Today, Kathy hopes to persuade him to go after Rudy.

Ninety-eight percent of the cases have been cleared.

But by the time it's Kathy's turn to speak, the inspector has left.
