Despite the results of the second investigation, New Hampshire Attorney General Philip McLaughlin doesn't think he has enough hard evidence to indict Dow for murder.

The reason?

The original police investigation was bungled.

What was overlooked in that initial investigation?

Everything.

There was essentially no meaningful investigation done.

People thought of this as an accident, so they didn't investigate it as a crime.

In this particular case, we have a car torn away, destroyed, the body's cremated, no autopsy's done.

Your critics would say you have a strong circumstantial case.
