I know for a fact the way some of these get out of the country is some of these huaqueros have people on the inside who write them certificates and things like that that say it's an authentic piece that has been owned by the family for this long so they can get it out of the country to whoever they're selling it to.
What's a bigger problem though recently after talking to several archaeologists and witnessing it myself is agriculture.
