So it is in 1889, the Tsar orders the Russian army, we need the smokeless powder gun, and we need the high-velocity ammunition, because the only thing smokeless powder gives you is much higher velocity.

It doesn't give you the powder fouling, so now it's possible to have a repeating firearm that will not gum itself up nearly as quickly.
