So they're looking to shape the voting population in a way that will benefit them.

Mm-hmm.

So they're looking to find ways to massage the outcome.

Mm-hmm.

And that's a kind of classic – when you're in a country which is declining democratically, one of the classic things that happens is the ruling party seeks to alter or change who is able to vote and how votes are weighted as a way of altering the outcome.

Personnel.

Well, we talked about this one a little bit already.

This is civil service.

In a modern democracy, so in a 21st century democracy, government does a lot of things.

It manages the road system.

It sometimes organizes healthcare.

It regulates the insurance markets.

It does all kinds of governance, pollution.

And all those people who do those jobs –

it's very important that they be people who know how to do them.

So you want the person who's measuring air pollution, you want that person to be an expert in air pollution.

You don't want them to be, you know, the president's cousin.

Or the person who is regulating the insurance market, you want that to be someone who knows about insurance markets.

And you don't want it to be the best friend of the vice president.

In corrupt autocracies, that is who gets those jobs.
