If you don't want to damage your home fishery, how do you know you're not damaging a different fishery?

So if with the billfish thing, if someone could go and say, yeah, we had to, well, no, we're in, we're in crisis mode.

That's why we should take emphasis off of this fish, knowing that it's going to be placed upon the next fish down the line.

Would some of that involve like mark and recapture?

Like if guys start tagging, tagging, tagging?

Is it because of lack of money, lack of interest, because it's scientifically too difficult?
