You had another attack on a federal courthouse where an officer was killed in California.
So across the country, you had direct violation of federal law, direct armed insurrection against federal law being enforced, and also terrorism against the American people.
So the Insurrection Act is very clear that whenever the president himself determines

Whenever the president considers that unlawful obstructions, combinations, or assemblages, or rebellion against the authority of the United States make it impracticable to enforce the laws of the United States in any state by the ordinary course of judicial proceedingsβthat's what we haveβ

And Section 333 continues, interference with state and federal law.
