I mean, it was invoked three times in the 60s.
It was University of Mississippi, University of Alabama, and I think it was Arkansas, the fourth school integration.
So it was three things related to the Civil Rights Act, but that's where most of the bombings were occurring was because of the Civil Rights Act.

Well, and that's the etymology of terrorism.
