The fish gets stunned and float to the top, and then the eels come and eat them. So it's indiscriminate. They also use it as a defense mechanism. So if you're in the way as an eel comes by and you get hit, you'll drown.

And what happened to him was he was fishing in the river, the hand line. And he caught an electric eel on that. He didn't mean to.
