What happened here, of course, was that from the very inside of the operation, there was an intent to not disclose to the ministers in this case what they were doing.

I'm sometimes staggered about the civil servants who take the view that, well, you know, that minister's here, but that minister will be gone tomorrow, so what do I care?

Sort of, you know, if men may come and men may go, but I'll go on forever.

And their arrogance knows no bounds.

Now, look, there are a number of many brilliant civil servants, but there are some who are just not up for the job, should not be there, and we're still, who think that they're actually the government and not the people who have been elected to do the job.

Well, the answer to that is somewhat.

He laid out the very pattern of events that have been disclosed in the Memorandum of Understanding

which has to be signed off.

All the details were there, with one exception.

He did not mention the denuclearization.

Otherwise, in a fairly long conversation, he set out what was going to happen, and I hope to be successful in that.

And then on the question of who's in charge, well, they do have an authority there.

It is a very, very minority view, of course.
