How do you ensure that there is a little bit of parity and it's not super lopsided? How do you keep fans interested in an also-ran team if they don't have the hope of a draft, the hope of that savior that's coming in? On the other hand...

You force every team to have better resources and investment and good coaches and a plan to win because they can't get by on luck and the idea that if they fail, they're still going to get a shot at a star. There's loyalty and respect going both ways where a player wants to be there and you want to have them.
