An admission from the Government, that the "vaccine pass" system will rely on trust, rather than enforcement. Under the traffic light system, vaccine passes will be required for a range of activities. The Ministry of Health says venues must scan vaccine passes with the official Verifier app before allowing entry, but Jacinda Ardern says businesses can simply "sight" the passes without scanning them.
