News when you want it with Bloomberg News Now, I'm Doug Krisner. We begin in Mexico, where a top cartel leader known as El Mencho was killed during a raid carried out by Mexican authorities in the western state of Jalisco. The Jalisco cartel is known for trafficking huge quantities of fentanyl and other drugs to the U.S., and the killing of the cartel leader fueled clashes and roadblocks.

The governor of Jalisco activated a Code Red, which is a protocol for a state of emergency or security crises. Now, the U.S. Embassy in Mexico issued a security alert urging Americans in the affected areas to shelter in place until further notice. More than 35 million people across the Northeast, that would include New York City, are under a blizzard warning.

A massive winter storm is threatening snow by the foot and wind gust of nearly 50 miles an hour. Here is Bloomberg meteorologist Rob Carolin.

Blizzard warnings extend from the Delmarva Peninsula across southern New England. Inland we're looking at winter storm warnings. We'll be seeing snow spread north and east into New York City tonight. It's into Boston during the early morning hours of Monday. Looks like it is going to be a significant snow with anywhere from 10 to 16 inches possible in the New York City area.

102.479 - 120.167 Rob Carroll

2 to 4 inches around the Washington area, 3 to 6 inches in Baltimore. Boston could see as much as 12 to 18 inches. We'll see very high winds in the Boston area over 50 miles an hour. Cape Cod could see gusts over 65 miles an hour. In New York, the winds will be gusting over 40 miles an hour. I'm Rob Carroll in Bloomberg Radio.

An armed man was shot and killed after entering a secured area at President Trump's Mar-a-Lago estate. Authorities say the man was carrying a gas can and a shotgun when he was confronted by a sheriff's deputy and two Secret Service agents. Here is Palm Beach County Sheriff Rick Bradshaw.

137.692 - 155.473 Rick Bradshaw

He was ordered to drop those two pieces of equipment that he had with him. at which time he put down the gas can, raised the shotgun to a shooting position. At that point in time, the deputy and the two Secret Service agents fired their weapons.

Now, President Trump was in Washington, D.C. at the time of this incident.

Chapter 2: What happened to the top Mexican cartel leader El Mencho?

Markets in Asia are reacting to the Supreme Court striking down President Trump's use of emergency powers to impose tariffs. The president responded to the defeat by using other powers to impose a global tariff of 15%. However, these tariffs are limited to 150 days. At the same time, the Trump administration said trade deals made with China, the EU, Japan, and South Korea do remain in place.

Here is U.S. Trade Rep. Jameson Greer on CBS Face the Nation.

These deals are going to be good deals. We expect to stand by them. We expect our partners to stand by them.

Chapter 3: How did the killing of El Mencho impact security in Mexico?

196.431 - 203.062 Jameson Greer

And I haven't heard anyone yet come to me and say the deal's off. They want to see how this plays out. I'm in active conversation with them on it.

That is U.S. Trade Rep. Jameson Greer speaking on CBS Face the Nation. He went on to say the U.S. is going to have tariffs and the president's policy is going to continue. Earlier on Sunday, Europe's trade chief said he'll propose freezing the EU's ratification of a trade deal with the U.S. until the Trump administration clarifies its policy.

At the same time, ECB President Christine Lagarde said President Trump's latest tariff move risks upsetting the previously negotiated equilibrium between the EU and the U.S. Here is Lagarde speaking on CBS Face the Nation.

239.369 - 261.597 Christine Lagarde

It's critically important that all people in the trade, both outside of the United States but also in the United States, have clarity about the future of the relationships. Because it's a bit like driving. You want to know the rules of the road before you get in the car. It's the same with trade.

That is ECB President Christine Lagarde speaking on CBS Face the Nation. The Trump administration has reversed course on airport security check-ins. The TSA will continue to operate the pre-check program. Yesterday, the TSA announced a suspension of that program. However, criticism was swift. By the way, the global entry program will remain paused.

284.705 - 295.638 Doug Krisner

Now, these are the consequences of a partial government shutdown that began last week. Democrats in the White House were unable to reach a deal on legislation to fund the Department of Homeland Security.

296.279 - 307.513 Doug Krisner

Immigration and Customs Enforcement is planning to shrink its detention facility network, and that could mean a hit to private prison operators, as we hear from Bloomberg's Nathan Hager in Washington.

307.595 - 314.643 Nathan Hager

Right now, ICE has detainees in more than 200 facilities, most of them owned by private prison giants like GeoGroup and CoreCivic.

Chapter 4: What are the details of the winter storm affecting the Northeast?

314.903 - 335.205 Nathan Hager

But the agency now plans to shift to a network of 34 larger sites, mostly industrial warehouses, all owned by the Department of Homeland Security. The move would be a major expansion of immigrant detention. It could also be a blow to the prison industry. Both Geo and CoreCivic get close to half their revenue from ICE contracts. In Washington, I'm Nathan Hager, Bloomberg Radio.

At the Winter Olympic Games, Team USA beat Canada 2-1 in the men's gold medal hockey final. So the medal count at the moment looks like this. Norway leads with 41. The U.S. is in second place with 33. And Italy has 30. And that is news when you want it. With Bloomberg News Now, I'm Doug Krisner, and this is Bloomberg.
