The UK stands apart as a place to do business, not because of one advantage, but many working together. Over £10 trillion in capital, four of the world's top universities, a 10-year industrial strategy in action, its stability with dynamism, global reach with local depth. It all adds up to greater growth. Find out more at business.gov.uk slash growth.
News when you want it with Bloomberg News Now. I'm Dan Schwartzman. Iran says it has reached a, quote, general agreement with the U.S. on the basis of a potential nuclear deal that would lift sanctions on Tehran. Iran's foreign minister, though, cautioned that the next stage would be, quote, more difficult and detailed. Bloomberg's Oliver Crook with more.
What the United States would like to achieve is to get forward on a sort of framework for the sort of denuclearization, the sort of commitment against enriching uranium, those sorts of things. What the Iranians want in return is sort of sanction relief.
And given sort of how tall an order this is, we should say that these conversations with Iran, unlike the ones with Russia and Ukraine, these are still at the very sort of early stages here. But really upping the stakes here is the fact that there's a second aircraft carrier that's headed into the regions. We also had over the last couple of days the Iranians' Revolutionary Guard.
They're holding exercises, again, in potential preparation for some kind of conflict. And that really is the kind of stakes here that have been set for the stage.
Oil fell in the news of the positive negotiations to under $63 a barrel. The Reverend Jesse Jackson, one of the most prominent civil rights activists, as well as a two-time presidential candidate and the founder of the Rainbow Push Coalition, has died at the age of 84. Jackson had disclosed back in 2017 that he had Parkinson's disease.
A third round of U.S.-led negotiations on ending Russia's war on Ukraine began in Geneva today. There is little optimism that a breakthrough can be reached to stop the more than four years of fighting. The talks are expected to address a wide range of issues, including territory, military, political and economic matters, and will continue for a second day on Wednesday.
Warner Brothers Discovery will reopen negotiations with Paramount Skydance after Paramount proposed raising its bid and sweetened other terms of its offer. Netflix is, though, still considered Warner Brothers' preferred bidder. Bloomberg's Ed Ludlow with more details.
It's a seven-day waiver through February 23rd. The waiver comes from Netflix to Warner Brothers Discovery so that they can review any updated Paramount bid.

Funding for the Department of Homeland Security expired over the weekend, forcing federal workers such as TSA agents to now work without pay.
