Florida Highway Patrol says the 28-year-old was one of four people inside of a vehicle stopped in St. Augustine, Florida, who fled on foot during an encounter with Immigration and Customs Enforcement and Homeland Security Investigations when he ran into a busy road and was hit by a tractor-trailer. DHS and the Highway Patrol have not shared additional details, citing an investigation.

Court documents say Joseph, who is 49, went up to the workers in a remote section of forest while carrying an AR-15-style rifle, zip-tied their hands, then ordered them to a nearby trailer where 23-year-old Phoenix joined them. Negotiators were ultimately able to get them to release the biologist after Joseph Henriksen called law enforcement and asked to speak to a federal investigator.
