We discuss why when the new government came they said headmasters don't have to sign a performance contract because it was part of the campaign, why when you discontinue performance contract the headmaster is not under the gun and there's no sense of urgency, and why when the results went down people were blaming even the former minister because the new government discontinued the performance contract that was holding headmasters accountable.
