I remember when I was preparing for the Roman Empire episode, I came across a lot of places where there was a rigorous discussion about the intricate tax collection algorithms used by the Roman Empire.
The reason I use the word algorithms is basically there's a systematic process for determining how much you owe based on your location, based on your status, based on your job, based on all these kinds of factors. It's sad, but those rules in the early days initially give power to the individual because they protect the individual.
But when they become too complicated, then the bureaucracy, the centralized power, starts to abuse its power by using the rules. And then the individual loses power because they can't figure out the complexity of the rules. That's essentially why you need the CPAs and the firms to figure out the complexity.
