Live from NPR News, I'm Giles Snyder. White House Press Secretary Caroline Levitt says Tom Holman, the Trump administration's border czar, is taking over in Minneapolis, replacing the Border Patrol's Gregory Burvino, who's become the public face of the White House's immigration crackdown.
Mr. Bovino is a wonderful man and he's a great professional. He is going to very much continue to lead Customs and Border Patrol throughout and across the country. Mr. Holman will be the main point of contact on the ground in Minneapolis.
The Homeland Security Department is disputing reports that Bovino has been demoted. Spokesperson Tricia McLaughlin said on social media. that Bovino has not been relieved of his duties. Bovino provoked anger when he referred to Border Patrol agents as the victims in Saturday's fatal shooting of 37-year-old ICU nurse Alex Preddy.
The Republican chair of the Senate Homeland Security Committee, Rand Paul, is calling for immigration and Border Patrol officials to testify in the aftermath of the killing of Alex Preddy by immigration agents in Minnesota.

The House passed a spending package on a bipartisan basis last week. It left for recess with the expectation the Senate would do the same. The bill needs to pass by Friday to avoid a shutdown of portions of the government. However, Senate Minority Leader Chuck Schumer said the DHS funding plan is woefully inadequate and fails to keep ICE agents in check in the wake of Freddie's death.
Democrats are demanding Republicans pull the DHS funding from the overall $1.3 trillion bill, which also funds the Departments of Defense, Labor and Health and Human Services, among others. Counties along Kentucky's southern border received a layer of ice over the weekend that at its peak cut off electricity to more than 60,000 customers. Utility repair crews are working 16-hour shifts to replace broken poles and downed lines. The effort may take them the rest of the week, especially in the region's remote rural areas.
And as temperatures were set to fall into the single digits and below zero, Kentucky Governor Andy Beshear announced over social media the death of a 72-year-old woman from hypothermia. Eastern grid operator PJM, which includes parts of Kentucky, revised upward its peak electricity demand forecast for Tuesday and said high power consumption would persist through the week.
