The law encourages home building in part by loosening federal regulations and offering financial carrots to communities that build more homes. It also bans large investors from buying up more than 350 homes, a policy pushed by President Trump. Trump refused to sign the law to protest lawmakers not passing his voter ID election overhaul bill, the Save America Act. Three men who survived a fatal shooting involving federal immigration officers in Houston this week say no officer was threatened before the shooting took place. Lorenzo Salgado Araujo was shot through the passenger window on Tuesday during an attempted traffic stop. At the White House on Friday, Border Czar Tom Holman would not respond directly to the killing, but he said an investigation is underway.

And you're listening to NPR News. A wildfire destroyed a remote expat community in southern Spain overnight. At least 12 people were killed as victims tried to outrun the flames in cars and on foot. Eight people were also injured and another 23 remain missing. Officials say most of the victims died after ignoring shelter-in-place orders. Most of the dead are believed to be foreign nationals. 1,900 personnel are continuing to battle a massive wildfire in southern Colorado. First on the scene when the blaze broke out almost two weeks ago were a couple of dozen local volunteer firefighters. Now the fire has become personal to many of them. The Aspen Acres fire has destroyed hundreds of structures across two counties. That includes the homes of a third of the volunteer firefighters in the tiny community of Beulah. Tom Wacca is the fire captain there. He says they didn't stand down.
