moving to put states higher up in the lineup that are more diverse, that represent not just the Democratic Party more fully, but maybe the general electorate. So in South Carolina is going to be number one, there are more black voters there, Nevada will be number two, a lot of Hispanic voters there, and a lot of Union voters.
