Live from NPR News in Washington, I'm Ryland Barton. The government shutdown continues. A Republican bill to temporarily fund federal agencies through November 21st again failed in the Senate tonight. Democrats are holding out. calling for Congress to fund health insurance subsidies that will expire soon. Illinois Governor JB Pritzker is describing the potential deployment of National Guard troops in Chicago as Trump's invasion. The administration has portrayed the city as ravaged and lawless. Immigration agents have already been conducting raids and making arrests in immigrant-heavy and largely Latino areas. NPR's Tom Bowman says National Guard troops will begin operations later this week.
There are some protests in Chicago against ICE and its facility, and a woman carrying a weapon was shot Saturday morning by Border Patrol agents and later taken to custody by the FBI. Border Patrol said while on patrol, they were rammed by vehicles and boxed in by 10 cars. Now, Pritzker today talked about why Guard troops are not needed. that the local police can handle protests and sending in the guard will only undermine public safety and just inflame the situation.

Social Security Commissioner Frank Bisignano will add the new title of CEO at the IRS, while Treasury Secretary Scott Besson continues to serve as acting IRS commissioner. Besson's held that role since August when the former IRS commissioner, Billy Long, was fired. The Treasury Department said in a statement that the tax collection agency and Social Security share many of the same goals for technology and customer service, making Bisignano a natural choice to run both sprawling agencies – But critics warn Bisignano is likely to be stretched too thin. They say Social Security recipients deserve a full-time commissioner. And they warn his split role does not bode well for a smooth tax filing season next year.

The Centers for Disease Control and Prevention has stopped recommending everyone get a COVID-19 shot, leaving the choice up to patients. The recommendations come from a new panel that was selected by Health Secretary Robert F. Kennedy Jr., NPR's Rob Stein has the story.
The COVID vaccines are now subject to what's known as shared decision-making. That means for the first time this year, anyone who wants to get vaccinated has to first consult with a doctor, pharmacist, or some other healthcare professional about the risks and benefits of vaccination. This is an extra step compared with past recommendations. In addition, the CDC now recommends that toddlers receive chickenpox vaccination as a separate shot rather than in combination with measles, mumps, and rubella vaccination.
