Trump's first stop, however, is in Malaysia, where he will attend the annual summit of the Association of Southeast Asian Nations. Trump is also expected to visit Japan. Venezuelan leader Nicolás Maduro is accusing the U.S. of, in his words, fabricating a new war. The U.S. is sending an aircraft carrier and its strike group to the waters off South America after conducting 10 airstrikes on vessels the Trump administration accuses of carrying drugs.
Maduro has repeatedly accused the U.S. of attempting to drive him from power. Tensions also rising between the U.S. and Venezuela's neighbor, Colombia. President Trump has accused Colombian leader Gustavo Petro of being an illegal drug dealer. The U.S. is sanctioning Petro, his family, and his foreign minister. They're being accused of being involved in the drug trade, as Julia Carnero reports.

In a statement, Treasury Secretary Scott Besson said Petro has, quote, Petro replied on social media, saying it was a paradox to face this measure after years of fighting drug trafficking and helping to curb cocaine consumption in the U.S., Colombia is a major U.S. ally, but the U.S. strikes destroying vessels in South American waters have led to growing tension between the countries. A federal appeals court decision allowing President Trump to send National Guard troops into Portland is now on pause. From Oregon Public Broadcasting, Dirk Vanderhaar reports.
On Monday, a three-judge panel of the Ninth Circuit Court of Appeals ruled President Trump could deploy National Guard troops to the city. But on Friday, the Ninth Circuit froze that order until at least next Tuesday. The court said it needs more time to decide whether a larger group of judges should take up the case. The continuing legal battle over the president's authority to send in the Guard began in late September. That's when Trump ordered 200 Oregon National Guard troops into Portland after months of protests outside a U.S. Immigration and Customs Enforcement facility. To date, no National Guard troops have been deployed in the city. For NPR News, I'm Dirk Vander Hart in Portland.
