Chapter 1: What is the main topic discussed in this episode?

0.031 - 25.331 Jess Kelly

Tech Talk at Newstalk.com as ever is the email address if you want to get in touch or you'll find me on Instagram at Jess Kelly NT. Before we press on, I just want to take a quick moment to say thank you so much to every single person who donated to my fundraiser last week. I did the 10 kilometre VHI Women's Mini Marathon in aid of the Dublin Rape Crisis Centre.

I mentioned it on the show last week. I was absolutely bricking it, but I made it around the course. I had a great time. The weather held up for us, which was brilliant. But what made my heart so happy was at the end of the show last week, I checked my email and I saw donations flooding in from Tech Talk listeners who We went over the 1,000 euro goal.

So over 1,000 euro is now going directly to Dublin Rape Crisis Centre to support the incredible work they do. And I'm so grateful to every single person who donated. So thank you from the bottom of my heart. It was, yeah, it was great. A little bit later in the show, I'm going to talk to you about my mini marathon experience of the Fitbit Air versus the Whoop.

Because you might remember on the show last week, we were talking to John Riley about the quote unquote Whoop killer. I have many stories to tell you about that. But anyway, we'll do that a little bit later on. But I just wanted to take a moment to say thank you. So thank you. Right.

Next week on June 10th, 11th and 12th, the IVI, which is the Innovative Value Institute Summit, will take place at Maynooth University. It is a fantastic schedule of speakers talking through. what we can expect in terms of digital transformation, data and AI. You can find more information up on ivi.ie. But my next guest is speaking at it. Her name is Dr. Ruth Buckley.

113.33 - 137.721 Jess Kelly

She's the CIO of Cork City Council, and she will be speaking on the following topic. How Ireland needs to balance AI regulation and innovation to get the most from this technology. which is a very sensible approach, if I do say so. Ruth, it is great to talk with you. Before we get into the nitty gritty of the AI, can you just start by telling us a little bit about your day to day job?

137.741 - 144.973 Jess Kelly

Because I'm sure there'll be some people who will be surprised to learn that Cork City Council has a CIO.

144.953 - 163.537 Dr. Ruth Buckley

True. I'm very fortunate. I was recruited at a time when there was beginning to be an appreciation for how local authorities were providing public services. They needed to become digital organisations. So I'm very lucky, Jez, I've always been on the management team, which has given me a great insight into how the organisation works.

164.078 - 188.258 Dr. Ruth Buckley

And it's put me in a really good position to influence my colleagues, influence the growth of digital and tech in the organisational workplace. And it has meant that we have rolled out a lot of transitions. We have 100 digital services online to the public. We do almost all our consultation online. We have multimodal channels. So we have four websites. We have a call centre.

Chapter 2: How does Dr. Ruth Buckley describe her role at Cork City Council?

655.726 - 673.65 Dr. Ruth Buckley

AI and Digital Strategy for the Government, just published there in May 2030. It's really ambitious. It's really good. It's talking about establishing Ireland as a digital regulatory hope and expert. What I really like is it's talking about investing heavily in research, which I think Ireland has always been traditionally very strong in.

673.67 - 691.556 Dr. Ruth Buckley

I think we're going to have to keep investing in our people, in our research, and we're going to have to definitely support our SMEs, small to medium enterprises. I think larger companies with larger budgets with more of an international presence, they will make sure they ring fence their budgets for this kind of R&D.

692.037 - 703.857 Dr. Ruth Buckley

I think the SME sector in Ireland then really does have to be guided and supported. And I was really pleased to see that in the government's AI strategy for 2030.

If you're a small and medium business at the moment and you're seeing new products being advertised to you every day of the week saying we now have AI and we can benefit your business and blah, blah, blah, blah, blah. Is the best port of call to assess what your needs actually are before you start embracing new technologies?

0

722.656 - 736.874 Dr. Ruth Buckley

I completely agree, Jess. It doesn't matter what kind of technology, be it an application off the shelf or be it AI technology. And I think it's always really important to sit down and say, OK, what what can I what do I really want out of this? And I completely agree.

736.914 - 755.359 Dr. Ruth Buckley

There's a huge temptation to buy the next new shiny thing, to go to maybe a business forum where you're meeting your peers and colleagues and get swept along by saying, oh, look, I'm investing in AI. Quite frankly, I think it's incumbent on anybody before you put your hand in your pocket. You really do need to do some training and understand what are you buying and what are your risks?

755.339 - 775.602 Dr. Ruth Buckley

But for me, fundamentally, as a CIO, as somebody who's been in this position for many years, you really want to look at your security first. Are you a secure environment? Are you going to introduce potentially a tool that will leak or that could expose you to new risks? And I think that's really important from the outset. Why are you doing this?

776.203 - 795.07 Dr. Ruth Buckley

Again, I'll come back because this is my environment. In May of last year, the government produced guidelines for the public sector, and they actually have a really strong case for coming up with a business. You must come up with a business case which actually excludes traditional methods before you look at AI. Why is AI the only solution in this?

795.451 - 800.398 Dr. Ruth Buckley

There may be more conventional, less risky, less expensive alternatives.
