121.61 - 143.756 Chuck Todd

Thanks so much for having me. So, I mean, just. Let me get a few, you know, one of the things that why I appreciate the longer form is that we can put some context. So just in a quick summary, because a lot of people don't know what powers individual mayors have, right? In some cities, it's a strong mayor. Some cities, it's a weak mayor.

Chapter 7: What is the future outlook for ICE's presence in Minneapolis?

143.816 - 155.959 Chuck Todd

Some cities, it's up to the mayor who the police chief is. Others, it is not. So give me the quick structure. on law enforcement and your authority over law enforcement, how much it's you, how much it's the city council.

157.475 - 179.896 Jacob Frey

In 2022, we began officially shifting our structure of government to what is known as a strong mayor system. I just call it a regular mayor system. Sure. Minneapolis and St. Paul and Duluth and New York City, Chicago is a strong mayor system where the executive runs the day-to-day operations and the council is like the Congress.

179.976 - 183.539 Chuck Todd

They pass laws. More of a legislature.

also participating in the executive functions.

187.013 - 192.764 Jacob Frey

That's exactly right. So the police, for instance, report up through the commissioner, ultimately.

193.165 - 197.193 Chuck Todd

So you appoint the police commissioner or does the city council have a say in that?

197.453 - 203.164 Jacob Frey

I appoint the commissioner of safety and the police of chief, the chief of police.

204.226 - 232.69 Chuck Todd

Our council then confirms the appointment. Gotcha. So so I say this because when it comes to OK, so let's take the so-called phrasing of sanctuary city. Right. And I know you at first it was an executive order. Now it's been codified in the city law. And and I guess where what is the line between city and state? And then what is the line between city and federal in this sanctuary law?
