I was president of a local club and then a head trainer, so I believe I've got a good grounding on how the system works. I became an umpire in an attempt to change the system from within. There was a boys club mentality within the umpiring ranks where the senior umpires, regardless of skill, were given priority over young and new umpires.

I umpired more than 200 senior games, but eventually gave up as the bias was so ingrained, I couldn't change it. Another problem was the retired umpires who graded and mentored young umpires would not pull up umpires on bad decisions for fear of upsetting them and losing them.
