网易云平台收到了粉丝“是高肉肉呀”的留言:在外国电影中或是新闻里,会有很多使用枪支或是抢劫的场景,想问国外的治安是什么样的,能否讲一期呢?如果我们去到其他国家需要注意什么才能保护好自己呢?今天的节目里,我们就来回答这位粉丝的问题,聊一聊美国的枪支问题,以及在异国他乡,如何保护好自己。 1.美国枪击案频发Gun Violence(枪支暴力)是一个very controversial topic(很有争议的话题)。自新冠疫情以来,shootings in the United States have significantly increased(美国枪击案频发)。美国时间10月21日,加州大学伯克利分校附近就发生了枪击案。幸运的是,no students or faculty were involved(没有教职工受害)。这次不是一个mass school shooting(大规模的学校枪击案)。但是,学校附近还是有个别人were injured(受伤了)。所以,这件事引起了不小的轰动, it was mostly highlighted on local and community news channels(在当地和社区的新闻频道上被重点报道)。*controversial /ˌkɑːntrəˈvɜːrʃ(ə)l/ adj.有争议的*significantly /sɪɡˈnɪfɪkəntli/ adv. 显著地*faculty /ˈfæk(ə)lti/ n. 全体教师*highlight /ˈhaɪlaɪt/ v. 突出,强调 2.Bipasha在美国亲历枪击案Bipasha在美国已经呆了近7年时间,在她还是undergrad student(本科生)的时候,校园里就有一个armed man(持枪男子)。当时,所有的学生were advised to stay inside their rooms(被建议呆在房间),并且要avoid walking around in the campus(避免在校园里到处逛)。在那种情况下,they had turned the lights off and made no noise,直到他们received notification(收到通知),告知他们the area was clear(处境安全了)。这个过程持续了15-20分钟,Bipasha当时还是比较镇静的,在那种处境下,她思考的是,what was her best chance of survival(求生的最佳时机是什么),以及what made her survive(怎样求生)。除了Bipasha,她周围的人差不多也have experienced minor similar incidents(经历过类似的小型枪击案),由此可见,枪击案在美国是多么频发。*survival /sərˈvaɪv(ə)l/ n. 生存 3.私人持枪在美国合法美国持枪是合法的,there are multiple different gun laws in the United States(在美国,有多种不同的枪支法律)。想要持枪的人,需要提交proper paperwork,这个paperwork就相当于是security measures(安全保障),它需要对申请持枪的人,进行background check(背景调查), mental and health clearance(心理健康及身体健康检查) 。尽管是需要提交paperwork,但是随着the number of gun violence increasing(枪支暴力事件的增加),there is still a significant flaw in the system(仍然存在着重大缺陷)。The significant flaw is the black market(最大的漏洞是有黑市),因为这个black market让私人持枪变得easier。*significant /sɪɡˈnɪfɪkənt/ adj. 显著的*flaw /flɔː/ n. 错误;缺点尽管美国枪击案频发,治安环境不是很好,在问到Bipasha是否想要own a gun的时候,她依然给出了否定的答案,because it's quite dangerous(太危险了)。美国民众都知道自由持枪危险,也有人resist(反抗),并且也有multiple organization who want to ban possession of firearms(反对私人持有火器的组织)。But are unable to do so(但都未能取得成功),主要是因为the second amendment in the Bill of Rights, which was ratified December 15, 1791(1791年人权法案第二项修正案) 。*possession /pəˈzeʃn/ n. 拥有*ratify /ˈrætɪfaɪ/ v.批准,正式签署该修正案规定,a well-regulated Militia(一支训练有素的民兵)是自由国家安全所必需的,the right of the people to keep and bear arm(人民持有和携带武器的权利),shall not be infringed(不应受到侵犯)。保护人们持有和携带武器的权力这事儿,已经写进了美国的constitution(宪法)。*infringe /ɪnˈfrɪndʒ/v. 侵犯,侵害(权益)第二项修正案也引发了很多争议,很多历史学家认为,通过第二修正案的本意是to prevent the need for the United States to have a professional standing army(防止美国需要一支专业的常备军)。在该法案通过时,它似乎无意grant a right for private individuals to keep weapons for self-defense(授予私人持有武器自卫的权利)。自这项法案颁布至今,已经过去了230多年,很显然,这项规定已经not receptive of contemporary status of the world(不能适应世界现状),已经过时了。*receptive /rɪˈseptɪv/ adj. 可以接受的*contemporary /kənˈtempəreri/ adj.当代的*status /ˈsteɪtəs/ n.状况,情形 4.国外生活安全防范措施尽管美国枪击案频发,Bipasha在美国生活并没有感到major threat(有大的威胁),或者是scared to leave their houses(因为害怕离开家)。但同时,they are aware of its presence(还是会很注意安全威胁),会think about it in the back of their mind(时刻在心中想着安全问题),会有意地avoid certain neighbor’s that are deemed to be unsafe(远离那些不安全的邻居),也会避免去high number of cases(案件高发地区)。*presence /ˈprez(ə)ns/ n.存在*deem /di:m/ v. 认为在美生活近7年的Bipasha,在自身安全方面,给了建议:1.To always be aware of your surroundings.多留意周围的环境。Never walk alone in public with air pods in your ears and blocking out all noises(在公共场所,不要一个人戴着耳机而且调的音量很大,屏蔽周围环境声音)。听不到周围的情况很危险。2.Awareness is the most important. 安全意识是最重要的。你应该知道,what crimes are more popular in which areas(在哪些地方案件常发),或者是,if something big is going on in your city(所在的城市是否有一些大事发生)。比如,Bipasha在DC(华盛顿特区)住,因为是美国的首都,这里经常会有很多riots(暴动),protests(抗议),或者是big major events(重大事件)发生。所以,Bipasha就会tried to avoid over crowded places(避免去人多的地方), 并且要确保自己know her route(了解自己的路线),或者呢,not going to certain areas alone too late at night(晚上不要单独去某些地方)。*riot/ˈraɪət/ n.暴动,暴乱*protest/ˈproʊtest/ n. 抗议希望今天的节目能对大家有帮助,也祝愿在国外的小伙伴能平安。请留言和大家分享:对于今天的话题,你有什么看法?你又有哪些个人安全方面的建议呢?
