Generally speaking, it's commonly accepted, at least in the United States where I live, that the man typically takes the lead on that and asks the woman out and therefore pays for the date. Now, there's an ever-growing trend with more and more women that want to contribute and pay for half the date, but I'm kind of an old-school person.
