Next up, we will go through an explanation of our zoning process. The process begins with applications that are submitted to our planning staff for review. There are two types of cases on our agenda, those cases that are up for decision and those that are up for a public hearing. Decision on cases for which a public hearing was previously held will have no further public comment. For hearings, if you are here and wish to speak to that petition, you're asked to see our clerk before the start of that hearing. So right now would be a good time. Then staff will have a presentation, which there is no time limit on. After staff gives their presentation, the petitioner and those in favor will get three minutes combined to present their case to counsel, unless there are opponents signed up to speak or if our staff is in opposition.

If either one of those two conditions occur, the petitioner gets ten minutes, the opponent gets ten minutes combined, and then the petitioner will get a two-minute rebuttal. If no one is opposed or signed up to speak, staff provides a short presentation, the public hearing is closed, and the next public hearing is opened. After tonight, the petition will go to the Zoning Committee of the Planning Commission for review and recommendation. Now I would like to let the Zoning Committee Chair introduce himself and city members.

Thank you, Mayor Pro Tem. My name is Douglas Welton. I serve as the Chairman of the Zoning Committee of the Planning Commission. Allow me to introduce my fellow committee members. With me tonight will be Will Russell, Shawna Neely, Rick Winokur, Terry Lansdell, Rebecca Wilden, and Clayton Seeley. The Zoning Committee will meet on Tuesday, October 31st at 5.30 here at the Government Center. At that meeting, the Zoning Committee will discuss and make recommendations on the petitions that have a public hearing here tonight. The public is welcome to that meeting. Please note, it is not a continuation of the public hearing that is being held here tonight. Prior to that meeting, you are welcome to contact us and provide input.
