Before we begin the zoning meeting, I would like to make a statement on behalf of the Charlotte City Council and the Office of the Mayor regarding the MPD CMPD arrest incident that took place on November 13th, 2023. By now, many in the Charlotte community have seen the bystander video of arrests by CMPD officers that occurred on November the 13th. Many in the community have shared their reaction to the video with us, and we understand that there are many unanswered questions related to this incident. As your elected representatives, we continue to pledge to be transparent in the review of this matter.
To that end, as Chief Jennings has acknowledged, the City has sought the public release of all relevant body-worn camera video in our possession. We anticipate that this release will be made soon. In the meantime, we recognize and respect that all parties involved are entitled to due process. Release of the relevant body-worn camera video represents the next step in the process of our review. So that is the statement of the Charlotte City Council, and thank you for allowing me that moment to represent the people that think deeply about this all the time, that we recognize as a city how important it is to communicate and engage as we do, as we try to do very well for all of our benefits. So with that, I'm going to ask for our invocation, and we're going to have that invocation from Council Member Watlington.

each other and serve in particular, Lord God. And we just ask that as we come before you this week to celebrate all that you have done and all that we have, not only in our families, but in our city, in our community, and in our country, God. that you enable us to continue to serve in a way that is pleasing and in a manner that you and ourselves can be proud of. So we ask tonight that you give us wisdom, unity, and you allow us to have a successful meeting in such a way that can move our city forward. Amen.

one nation, under God, indivisible, with liberty and justice for all. So with that, let's talk about what it means to come to a city of Charlotte zoning meeting. The process begins with applications that are submitted to the planning staff for review. There are two types of cases on the agenda, decisions and hearings. The decisions are cases for which a public hearing has been held and no further public comment is made. It is a discussion by the council members and the dais. we also have hearings tonight and anyone wishing to speak in regards to a hearing be please do so now with the city clerk because we try to make sure that we get all of the names in order so if you also recognize that when we begin our hearings that the staff will give a presentation
The petitioner and those in favor get three minutes combined to present the case unless there are opponents that are signed up to speak. Or if the staff is in opposition, the petitioner gets 10 minutes, opponent gets 10 minutes, and the petitioner then gets a two-minute rebuttal. If no one is opposed or signed up to speak, the staff provides a short presentation
