Good evening, Klein Commission. Um, thank you for um uh the the meeting that we're gonna be having on this item tonight. Sorry, I lost my train of thought for a second there. Um we actually have uh two consultants online that is gonna help us uh present this item. They have been responsible for putting the majority of the document together. Um staff has reviewed it. Um and I would like to uh state that in the staff report we had said that um this uh today the item would have been presented to the Board of Forestry. And that we were gonna give a verbal update about that and our consultant will provide that. But I did want to say that we received great kudos for the document that was presented to them.

And I just wanna confirm before getting started that uh my screen is being shared. Yes. Thank you. Uh so good evening, Planning Commissioners. Um, as she said, my name is Jacqueline Propson Rohr uh with Placeworks and I'm the project manager on the consultant team for the health and safety element update. And I'm joined this evening by Tammy Seal, who is the principal in charge on the consultant team. So this presentation will provide an overview of the health and safety element, summarize the proposed changes to the element as part of this update, go over state agency review, tribal consultation, and environmental review, and then provide staff's recommended action for the planning commission. So why update the safety element?

A safety element is one of the mandatory elements of a general plan focusing on natural and human-caused hazards within and surrounding Cupertino, as well as emergency response and preparedness. The current element was adopted in 2014 during the comprehensive general plan update. State law does require a safety element to be updated when a housing element or a local hazard mitigation plan are updated to ensure compliance with current state law. So both the housing element and the local hazard mitigation plan, which is part of the Santa Clara County Multi-Jurisdictional Hazard Mitigation Plan, were updated in 2024, prompting the update to this health and safety element. So this update addresses new statutory requirements for climate change resilience, emergency evacuation, and extreme heat, as well as updating the element and background documents with best available science and mapping for the existing topics such as fire safety, geologic and seismic hazards, and flooding.

The proposed health and safety element also incorporates the Santa Clara County Multi Jurisdictional Hazard Mitigation Plan by reference, which can improve eligibility for grant funding to implement resiliency and hazard mitigation projects. So the health and safety element is a high level broad document that is just one part of Cupertino's all overall approach to protecting the community against hazards.
