Um uh we always start with an approval of uh the meeting minutes from the last meeting on September sixteenth, uh, twenty twenty five. Does anybody have any changes to the minutes? Shocker, no one does. They are hereby adopted. Um, with that, we are going to move into our uh agenda today. We have several items on the agenda just as a note. Uh, the last item on the agenda is an update about DMV moves, um, which will be very uh poignant and timely because it will talk about uh transportation funding. Um, things really do fit together today.

Today uh but that uh agenda item will be presented by our county executive uh Brian Hill as well as Clark Mercer from uh the Metropolitan Washington Council of Governments. And they are expected to be here uh around twelve o'clock. So uh you may never hear me say this again, but feel free to be vr verbose until then. Um that being said, uh we're gonna start uh with a presentation um uh from Nicole Wynans about our uh draft active transportation and trails plan. Thank you so much and the floor is yours.

Thank you so much. Good morning. Um, my name is Nicole Weinans. I'm with the Fairfax County Department of Transportation and I'm joined to you today by Laura Ghosh, uh as well as um Mike Garcia and uh Taylor Weymeyer. I appreciate the opportunity to present an update on the active transportation and trolls plan. And um as part of the Act of Transportation uh the Act of Fairfax uh Transportation Plan Study, Plan Amendment twenty twenty five, C W T one. This plan builds on several years of work. Phase one started in twenty twenty and established a foundation through public outreach and existing condition analysis. Phase two, beginning in twenty twenty two, focused on developing the Active Transportation Toolkit, detailed active transportation and trails network recommendations and facility selection guidance.

It also included a second round of community engagement. In May twenty twenty five, the board authorized drafting the Act of Transportation and Trials Plan amendment to consolidate the bicycle master plan and county right trails plan. We are now in the refinement phase following public comment, with adoption anticipated in spring twenty twenty six. This update has three main goals to streamline and clarify our existing planning guidance. To revise a bikeway and trail network based on convenient travel routes, key destinations and physical and environmental constraints. And to align our facility recommendations with current best practices. These changes will improve safety and accessibility for people walking, biking, and using other micromobility modes.

The plan strengthens multimodal connections to major destinations, prioritizes design for all ages and abilities. Koordinates transportation with land use. And supports environmental stewardship. Most importantly It updates uh the updates also helps ensure that priority transportation um corridors remain eligible for federal funding programs, many of which require facility facilities to be included in the comprehensive plan. This is especially true for designated regional routes. Community engagement for the Active Transportation and Trails Plan took place this fall. It included a public survey, two virtual community meetings, and Pop up outreach in high pedestrian areas and a coordinated social media effort

to broaden participation. To support public review of this proposed plan The project team also prepared outreach materials, including flyers and a project quick guide. To clearly summarize key elements and help community members provide informed feedback. The community survey for the Active Transportation and Twelves Plan was reviewed by nearly three thousand eight hundred community members and ultimately generated five hundred sixty two responses and one hundred thirty one comments.
