Folks could go ahead and take their seats. Uh we are starting two or three minutes late, uh, but I wanna get us started. I know there's still people filing in, um, having conversations, but we have uh time until four thirty uh today and wanna make sure we maximize uh that time to the extent possible. Um I'm gonna kick off this meeting, uh February twenty fourth, uh budget committee meeting, joint budget committee meeting with our school board, um and just a few uh high level things. Uh we're gonna let staff get through all their presentations and then we're gonna have a chance for everybody to ask a question. I'm gonna encourage everybody, given the large number of people that are here, uh to ask questions.
Um if you you know if you wanna uh Give some comments before your question, that's fine, but try to limit those and focus on questions um at this session because uh obviously we're gonna get uh presentation on the budget and wanna make sure everyone in this room uh who's on the school board or county board has a chance to ask those questions. And before we get started. Um I do want to thank our colleagues from the school board uh for joining us. Thank our budget staff, uh county budget staff and school budget staff. Um as you'll see in this presentation, they work on these budgets all year long. Uh they collaborate all year long. Uh and so while we're here for an hour and a half, they are constantly uh working on this.
And also wanna point out that Uh we're in a year that we know faces a lot of challenges. Um I appreciate that that both our school system uh has put forward a budget that's within reason and that our county executive has put forward a budget that uh follows the board's budget guidance from last year uh and recognizes the uh somewhat unusual financial situation that we find ourselves in with so much happening at the federal level and so many other challenges that uh our families are facing and keeping in mind their ability uh to pay and be able to afford to live in the county um I know was a driver in the work that was done to get us to this point on both budgets. Obviously public education is our highest priority in the county as you can see in the budget.
Uh clearly I identified again this year. Um and I make some closing comments when we're finished, but I think uh another obvious thing to point out here is there is a small gap uh between what has been requested uh by the school system and what is in the county executive's proposed budget. And I'm gonna speak for myself here, but I think I'm probably speaking for many, uh, that we hope our friends in Richmond uh are aggressively filling that gap. Uh we know that, you know, so much of our budget challenges when it comes to public education begin there. Um and we're seeing some promising signs in Richmond that Uh there'll be some some strides made and some gains made uh this year in adequately public it publ adequately funding public education uh in the Commonwealth of Virginia so that that's not
continually borne uh on the backs of real estate tax bills in Fairfax County and something that we're working on. And then finally, because this question came up before, as you'll see in the budget presentation, the total amount of the meals tax is already included in the budget. And as we heard as the county executive presented his budget to us, uh without that meals tax we would not be looking at uh a budget that has been proposed by the county executive that keeps the tax rate flat. And we know that a flat tax rate still equates to an increase in taxes for people based on assessment, but without that meals tax Uh we would be having a totally different conversation, but that is already baked into the numbers.
And so I'm gonna leave the rest uh for our county staff. But before I turn to them, I'm gonna turn to uh my partner, the chair of the school board, uh Sandy Anderson, if you would like to offer some opening comments.
