Good afternoon, everyone. Uh if you could please take your seats. The uh Board of Supervisors Transportation Committee meeting is called to order. We will go until three o'clock. And uh after that you don't have to go home, but you can't stay here. Um but we are gonna try and keep this moving along. Um so uh with that, um I I just want uh does anybody have any issues with the meeting minutes from the June third meeting. Didn't think there would be. Um uh so with that, why don't we get into our first uh agenda item, which is a discussion of the I ninety five uh I four ninety five South Light South Side Express Lane study. Um and uh Miss Shropshire, the sh floor is yours. Thank you.

All right. Good afternoon everyone. Thank you for having me today. I have just a brief presentation to give you an update. on where we are with the project. And talk about just uh where we are and and answer any questions you have at the end. So we'll just jump right in. Ah, just as a overview and reminder, uh we are conducting an EPA study. On an eleven mile segment. Um along the four ninety five Capital Beltway. On the western end, Springfield Interchange on the eastern end will be the Maryland. Uh two ten interchange. Uh we have some of the access points that are highlighted. On this slide, we've been working on this study since 2022, so many of you are familiar with this, and it is aligned with the aspirational initiatives that were outlined in the 2045.

Um TPV long range plan. On our next slide we just have a little bit of the study background and history. As I mentioned, we have been uh studying this for about three years now. It is a NEPA study being conducted in conjunction with several of our federal, state, and obviously local partners. Um we identified our purpose the need early on. in the study and and some of those needs are highlighted there on the right hand side of the slide.

How does the I‑495 South Side Express Lane study propose to improve traffic flow?

For additional travel choices, relieving congestion. Um offering travel reliability, improving safety. An extension of that express lanes network. Um early on in the in the study we had identified and presented ten alternatives. We've conducted various forms of analyses and we carried forward two build alternatives and the no build alternative in our analysis. Um and we have a recommended preferred alternative that I'll get to in our next slide. But I think uh the bottom statement Um there on the slide before you is um one that's very important to um Remember is that this is a very early step and B dot's Um project develop development and delivery process. We're at the the NEPA phase. And we have a a lot of um important and other detailed analysis that will come later on in the process.

That will continue to refine. The scope of the project, we'll continue to offer um analyses, answer questions that have been asked of us. We've been able to answer a lot of questions thus far. But there'll be a lot more process ahead of us, and this has been a process that we've used on all the managed lane projects that we've delivered to date. So that we ask you just keep that in mind. As I work through the rest of my slides. Um next up We have our recommended preferred alternative. This was presented at our June uh public hearings this year. This is the two express lane in each direction alternative. Uh this would be a buffer separated um two express lanes in each direction. Um, it would begin on the western end near the Springfield Interchange.

It would carry those two express lanes. Eastward across the Woodrow Wilson Bridge. To about uh the two ninety five interchange and then we would transition to one express lane. In each direction for the remainder of the project to the eastern term at the Maryland two ten interchange. Um you can see some of the benefits that are highlighted there. On this slide, but we'll talk about those um more specifically as we move through the slide deck. I will mention and you see at the bottom of the slide we have received concurrence.
