okay anybody in the audience again petitioner section for anything other than the public hearing all right moving forward i will skip that then we will go ahead and jump into our very first public hearing i call to order this november 2nd 2023 public hearing of the leesburg planning commission on our first public hearing TLZM-2022-0010, Village at Leesburg, Land-Based D&E, Rich Klusick, Land Use Manager, Department of Community Development presenting. All members of the public are welcome to address this commission. By the way, we do have three public hearings this evening, so what I'm about to say does apply to all three. All members of the public are welcome to address the commission on this application.
Excuse me. Persons wishing to address the commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or member of the commission has questions of the petitioner or speaker. Statements which are demeaning or defamatory to members of the public, staff, or the commission, are inappropriate and out of order. In the interest of fairness, we also ask that you observe the three-minute time limit. You will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time has expired.
This rule applies to all citizens. However, if you are representing a group such as an HOA, please indicate the group you are representing when you sign up, and you will be allowed up to five minutes to speak. The procedure for the public hearing is as follows. First, the staff will present their report. Second, the applicant team will present their report. Third, members of the public will have their opportunity to speak. And fourth, the Planning Commission will take it back and pose questions to the town staff as well as the applicant team. And finally, we may close the public hearing or perhaps leave it open until the next meeting. And so with that, Mr. Klusick, I turn it over to you. Thank you, Mr. Chairman.
Good evening, members of Planning Commission. My name again is Rich Klusek, here to present to you this evening TLZM 2022-0010 Village at Leesburg Land Bays D and E. The subject property for this application is located on the east side of Cross Trail Boulevard. It's essentially residual land from the original Village at Leesburg rezoning. So again, this land is located east of Cross Trail Boulevard and south of Route 7. the request from the applicant is for a proffer amendment to amend the list of permitted uses in the i-1 district which are currently limited where the the list of permitted uses is limited by the original village at leesburg rezoning the proffers specifically list certain uses that are permitted there is also a concept plan amendment proposed to depict parking and building envelopes where the current constant plan for this property
