Alright. I'd like to call to order this february fifteenth public hearing of the Leesburg Planning Commission on fiscal year twenty twenty five through twenty thirty Capital Improvements Program. Renee LaFollette, Director of Public Works and Capital Projects. All members of the public are welcome to address the Commission on this application. Persons wishing to address the Commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or a member of the commission has questions of the petitioner or speaker.
Statements which are demeaning or defamatory to members of the public, staff or the Commission are inappropriate and out of order. In the interest of fairness, we also ask that you observe the three minute time limit. You will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time has expired. This rule applies to all citizens. However, if you are representing a group such as an HOA, please indicate the group you are representing and when you sign up, you will be allowed up to five minutes to speak. The procedure for the public hearing is as follows first, the staff will present their report, second, members of the public will have an opportunity to speak, third, the planning commission will ask any questions, and fourth, we will close the public hearing.
Or we'll leave it open until the next meeting if deemed necessary. Um planning commission uh discussion then follows and we vote or delay the vote to the next meeting. With that
Welcome. Good evening, Madam Chair and members of the Planning Commission. We're here tonight to discuss the fiscal year twenty twenty five to twenty thirty capital improvement program. And again, tonight we have directors here from all of the departments to help answer any questions that are beyond my knowledge of projects. We have Rich Williams from Parks and Rec. Amy Cornell Titcombe from our emergency management group who is managing one of the projects in the CIP. Cole Feisenbaker from budget. Have Chief Purnat. Kubid, I'm not even gonna try his last name 'cause I'll mess it up. IT, Scott Kaufman from the airport, Amy Wakes from utilities, and myself for streets and highways and public works. So the CIP as we discussed last meeting is three parts.
We have the active six year program, we have the priority futures, and we have the potential futures. So The town of Leesburg defines a capital program project as construction, renovation, demolition, or land acquisition that is valued at more than sixty thousand dollars and has a useful life of at least five years. So our trends for the last ten years is that the program has continued to steadily grow, both in number of projects, dollar value of projects, and the complexity of those same projects. Largest concentration of projects is in streets and highways of fifty three percent of the CIP by dollar value. If you look at number of projects, streets ac accounts for approximately twenty nine percent of the CIP, where utilities is approximately twenty seven percent of the CIP.
The large number in dollars for the value of streets projects is slightly skewed because of the bypass Route fifteen to Edwards Ferry project that is approximately a two hundred million dollar project.
