There are not. Okay. Then we'll start in with our public hearing. I call to order this March 7th, 2024 public hearing of the Leesburg Planning Commission on TLZNOA-2023-0007, B1 parking lot dimension and other standards. Brian Boucher, Deputy Director, Department of Community Development. All members of the public are welcome to address the commission on this application. Persons wishing to address the commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or a member of the commission ask questions of the petitioner or speaker.
Statements which are demeaning or defamatory to members of the public, Staff or the commission are inappropriate and out of order. In the interest of fairness, we also ask that you observe the three minute time limit. You will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time is expired. This rule applies to all citizens. However, if you're representing a group such as an HOA, please indicate your group you're representing, and when you sign up, and you'll be allowed up to five minutes to speak. The procedure for the public hearing is as follows. First, the staff will present their report. Second, the members of the public will have an opportunity to speak.
Third, the Planning Commission questions. Fourth, close the public hearing. Or leave it open until the next meeting and we have planning commission discussion and a vote on application or delay vote until next meeting. With that all said, Mr. Boucher.
Madam Chair, members of the commission, tonight is what you have described. It's a public hearing to look at parking lot standards in the downtown, it
says the H1
district there, it should say B1 district. Should penalize myself for that. Back in January, the council initiated amendments to consider revising parking standards just in the B1, which is, of course, inside the H1 district. To look at specific things, one, parking space dimensions, second, travel aisle widths, and finally, the interior parking lot landscaping requirements. Really, the idea was here was there a way to modify them. And then, wanted to just let everybody know the interest in this was received by the council from property owners along King Street. So what's the purpose of looking at these? Well, one of them is we know there's a clear difference between parking downtown and parking in suburbia.
It's really room, you know, in Greenfields. Recently, we've had a nice economic revival downtown, which means more people are coming here as tourists and even more townspeople are coming downtown for entertainment now than I think some of us can remember in the distant past. As a result, the land downtown has gotten even more expensive and vacant land is hard to find, so people want to get the highest and best use for it. But we also want to help the commercial entities that are downtown to kind of foster some economic sustainability to keep this revival going. And one other thing that's important to note, that if we find that park, we can make some changes that we think are reasonable, more private spaces actually on the lots downtown will be less reliance on public parking.
