Okay, this brings us now into our public hearing. I call to order this March twenty first, twenty twenty four, public hearing of the Leesburg Planning Commission on TLENOA twenty twenty four zero zero zero one, Design and Construction Standards Manual Revisions. Brian Stone, Deputy Director, Department of Utilities. All members of the public are welcome to address the Commission on this application. Persons wishing to address a commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or a member of the Commission has questions of the petitioner or speaker.
Statements which are demeaning or defamatory to members of the public Staff or the Commission are inappropriate and out of order. In the interest of fairness, we also ask that you observe the three minute time limit. You will hear a bell at the end of three minutes. At that time, we would appreciate you summing up and yielding the floor when the bell indicates your time is expired. These rules apply to all citizens. However, if you're representing a group such as an HOA, please indicate the group you're representing when you sign up and you'll be allowed up to five minutes to speak. The procedure for the public hearing is as follows First, staff will present their report. Second, members of the public will have their opportunity to speak.
Third, planning commission questions. Fourth, close a public hearing or leave it open until the next meeting. We'll have a planning commission discussion and then a vote on the application or delay the vote to the next meeting. With that, Mr Stone.
Thank you, Chair Robinson, and good evening to you and uh the members of the the planning commission. Thank you for having me. I'm here to uh present some proposed amendments to Articles two and four of the Design and Construction Standards Manual. Uh just a little bit of background. Land development in Leesburg is governed by ordinance and that ordinance is the subdivision and land development regulations, or we call it the SLDR for short. The design and construction standards manual is incorporated by reference into the SLDR. We are proposing amendments to articles two for water and four for sewer of the DCSM. As the DCSM is part of the uh SLDR, which is an ordinance again, a public hearing is required to promulgate the standards changes.
A little bit about the background. Uh on the ninth, staff met with the engineering community to discuss the proposed revisions and to solicit feedback. On the seventh and four tint of march. Uh we advertised for public hearing these proposed amendments. There is one mistake here on the date, that's the three twenty one, that's today, that's the planning commission meeting and for opening the public hearing. Then we're planning to uh advertise again for the town council meeting. Those advertisements will be March twenty-eighth and April fourth. And then on April the ninth, we will uh present these proposed amendments to the town council for a final approval. This is the public advertisement that was placed on three seven and three fourteen for the planning commission.
And upon your approval tonight, we'll present that to town council. So why are these amendments even necessary?
