I call to order this April 18th, 2024 public hearing of the Leesburg Planning Commission on the Capital Intensity Factor. Judy Herlands, Tish Baez, consultant, and Betsy Arnett, senior management analyst, town manager's office. All members of the public are welcome to address the commission on this application. Persons wishing to address the commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves.

yes ma'am it is a tag team um so good evening madam chair members of the commission my name is betsy arnett i am the senior management analyst from the town manager's office and the project manager for this project we were before you last month with a final report on this project you had a few questions we've answered those questions both in the memo as well as those are reflected in the report and um and now we're here to hold a public hearing on this with the intention that you will um after at the end of this public hearing make a recommendation uh to forward this to the town council for adoption and so i will at this time turn it over to julie hurlins the consultant from tishler buys who has been doing all the work on it

Okay, so by way of review, we are here to talk about really three components that we've put together in this study to identify the cost to provide additional infrastructure for new growth.
