I'd like to call to order this May 16th, 2024 public hearing. of the Leesburg Planning Commission on TLZM 2021-0012 and TLSE 2021-0005, Russell Branch Retail Drive-Thru Restaurant. Scott Parker, Senior Planning Project Manager, Department of Community Development will do this. All members of the public are welcome to address the commission on this application. Persons wishing to address a commission should sign up at the podium once recognized by the chair.

Parker. Chairman, good to see you again. Get a lot of Scott going on here. So this is TLZM 2021-0012 and TLSE 2021-0005. We have a rezoning concept plan amendment and proffers as well as a special exception. What we have here is the shops of Russell Branch. There is a vacant land base C at the existing shops of Russell Branch. This land base 2.2 acres of the 11 point acre property, the subject property indicated by the arrow. These are the surrounding land uses. In the shopping center, you can see the car wash, the existing Virginia Tire, the Aldi, and the Lowe's, and where this particular parcel is on site. It's internal to the site off of Robinson Mill Plaza, which is the main entrance into the shops of Russell Branch off of Russell Branch Parkway.

You can see Route 7 and Battlefield Parkway adjacent as the frontages. There's two requests this evening. The first request is a rezoning request. It's to amend the existing concept plan and proffers of TLZM 2018-0003, Russell Branch Retail. And this is to allow a new alternative concept plan layout for Land Bay C that accommodates an eating establishment with drive-in facility, a drive-through restaurant, This is what our ordinance refers to that as. And it also is requesting the ability to retain the previously approved layout. The previously approved layout with TLZM 2018-0003 had two retail buildings of 9,000 square feet associated with it. So the applicant is asking that if the special exception use is approved but not built, that they have the ability to build what has been approved and has been through all the various iterations so far.
