the 16th, Tuesday, I met with Molly Novotny on Oakland and the day centers and workforce housing. Okay, no chairman's statement. Are there any petitioners that have signed up to speak? No, ma'am. Are there any petitioners in the audience that would like to speak on any subject other than the public hearing this evening? Okay, then I'm going to move to the public hearing. I call to order this July 18th, 2024 public hearing of the Leesburg Planning Commission on TLZM 2023-0003 and TLSE 2023-0004. Chris Murphy, Senior Planner Project Manager, Department of Community Development will be the staff representation. All members of the public are welcome to address a commission on this application. Persons wishing to address a commission should sign up at the podium.
Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves. After the presentation or comments, please be seated unless chair or members of the commission have questions of the petitioner or speaker. Statements which are demeaning or defamatory to members of the public, staff, or the commission are inappropriate and out of order. In the interest of fairness, we also ask that you observe the three-minute time limit. You will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time has expired.
This rule applies to all citizens. However, if you're representing a group such as an HOA, please indicate the group you are representing when you sign up and you'll be allowed up to five minutes to speak. The procedure for the public hearing is as follows. First, staff will present their report. Second, the applicant will make their presentation. Third, members of the public will have their opportunity to speak. Fourth, Planning Commission questions. Fifth, we'll close the public hearing or leave it open until the next meeting. And then we'll have a Planning Commission discussion, vote on the application, or delay vote until the next meeting. With that, Mr. Murphy.
Good evening, Madam Chair, members of the Planning Commission. I am here this evening to present the staff report for rezoning TLZM 2020-303 and special exception TLSE 2020-302. proposing a rezoning to permit multifamily dwelling units in a four-story building in the Crescent District mixed-use optional zoning district, and a special exception to permit other activities that cause no increase in flood height within the floodplain overlay district, specifically grading to build a parking lot. For the project known as Crescent-Sicklin, on a consolidation of six parcels comprising a total of 3.56 acres in size along Sicklin Road southeast, The parcels that are addressed include numbers 23, 27, 29, 31, and 33.
Two of the subject parcels are unaddressed. The subject property is zoned Crescent Design Mixed Use Optional with floodplain overlay district and is surrounded by the Douglas Community Center to the north and west, Douglas Elementary School to the east, the W&OD Trail, and commercial uses in number 37, Sickland Road to the south. The development entails up to 52 multifamily dwelling units. Three of those units are designated as affordable dwelling units in a four-story building. 5,245 square feet of that building will be designated for commercial space that will be provided on the ground floor. Outdoor amenity space and surface parking facilities are included, as well as full-fledged improvements to the west side of Sicklin Road, tying into those improvements completed for the Douglas Community Center.
