Good evening, members of the Planning Commission. James David, Director with the Department of Community Development. And tonight we have a study session about form based codes. The reason is because the Planning Commission has been considering The Crescent District Master Plan update. We'll talk about that a little bit later in tonight's agenda. And one of the primary zoning implementation strategies for certain sections of the Crescent district is a recommendation for form based development codes. So Uh the commission's chair asked for a little bit more information, so I'm gonna give you A very basic one oh one on form based development codes. Uh this is actually A presentation that I I gave uh in a previous jurisdiction in San Luis Obispo, California back in two thousand thirteen, added some things to freshen it up a little bit.

I did work on a form based development code back then and haven't really done much since then in form based code, so we can learn together. If you have questions that I can't answer, we'll bring back those answers for you. Okay, so let's jump into it. Uh first of all. Let's talk about where did zoning come from in the first place. So uh in history Up until about the mid-20th century, cities were walkable, mixed-use neighborhoods. And then you start to see uh growth outward that relied on mass transit and things like streetcar suburbs that took us out. And then there was a lot of urbanization in the cities, a lack of technology and planning in the cities. and led to overcrowding, poor sanitation and nuisances in some of our urban centers.

So the first uh zoning was actually passed in nineteen oh nine in the city of Los Angeles. New York City passed a zoning resolution. primarily focused again on public health. So that's why we always say as staff, public health, safety and welfare, because that's the roots of where zoning came from.
