Are there any petitioners out there that would like to speak on any subject other than the public hearing scheduled for this evening? No. Okay. Then let us move to the public hearing. I call to order this October 17, 2024, public hearing of the Leesburg Planning Commission on TLTPAM 2024-0002, Crescent District Master Plan. Rich Klusick, Land Use Manager, Department of Community Development, will give the presentation. All members of the public are welcome to address a commission on this application. Persons wishing to address the commission should sign up at the podium.

Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether or not they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chairman or a member of the commission has questions of the petitioner or speaker. Statements which are demeaning or defamatory to members of the public, staff, or the Commission are inappropriate and out of order. In the interest of fairness, we also ask you to observe the three-minute time limit. You will hear a bell at the end of three minutes at that time. We would appreciate your summing up and yielding the floor. when the bell indicates your time has expired.

This rule applies to all citizens. However, if you're representing a group such as an HOA, please indicate the group you're representing when you sign up and you will be allowed up to five minutes to speak. The procedure for the public hearing is as follows. First, the staff will present their report. Second, members of the public will have their opportunity to speak. Third, the Planning Commission will ask their questions. Fourth, I will either close the public hearing or leave it open to the next meeting. The Planning Commission will have a discussion, and then we will either vote to delay the vote or approve or recommendation to deny whichever. So with that, Mr. Klusick.

Good evening, Madam Chair, members of the commission. So the presentation this evening should look somewhat familiar to you. Obviously, we've been working on this project for a couple of months now. However, since this is a public hearing, we did want to establish everything for the record as well. At the conclusion of the public hearing, I'll essentially sum up what the commission has done to date with the draft and what you'll find in the draft before you. So obviously we have Legacy Leesburg, which is our overarching policy document. This document is what we're calling the strategic plan, which provides some more specific guidance for a specific portion of town. And in this case, that is the Crescent District.
