okay i'm going to call to order this february 6 2025 public hearing of the leesburg planning commission on capital improvement plan doug wagner assistant director public works will present all members of the public are welcome to address the commission on this application Persons wishing to address a commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or member of the commission has questions of the petitioner or speaker. Statements which are demeaning or defamatory to members of the public, staff, or the commission are inappropriate and out of order.

Can you guys hear me? For the 2026 to 2031 capital improvements program planning commission public hearing. I'll go through a brief summary of my previous discussion with you guys on January 16th and answer any questions. Definition of a capital improvement is construction, renovation, demolition, or acquisition of facilities or properties of more than $60,000 with a useful life of at least five years. Trends over the last 10 years, capital improvements, budget and projects has continued to increase. This year, 54% of the budget is streets and highways. We had 13 added new projects, electrical vehicle charging stations at miscellaneous town locations. The town hall roof replacement, and speaking of the town hall roof replacement, there was a question of whether that needed to move forward, move earlier in the CIP.

I did check with our facilities people. They said the current roof in its condition is good until 2030. We do do regular inspections and routine maintenance on the roof, but 2030 is where that overall replacement should go. Italy Park outdoor tennis courts and fence replacements, several streets projects, highlighting the milling and paving program, which has not been in the CIP before, and South King Route 7, Route 15 bypass interchange. Townwide bridge maintenance is also a maintenance item that was added to the CIP. Fort Evans Road Plaza Street drainage channel improvements and Town Branch tributary stream restoration at South Street. And then as far as utilities, we are reviewing our disinfection feed and control system and secondary clarifiers A and B refurbishment.
