Okay, then we'll pass over that one. Okay. Then our next order of business is going to be a public hearing. And I'm going to call to order this February 20th, 2025 public hearing of the Leesburg Planning Commission, TLZM 20180005, Greenway Manor, TLSE 201800010, Greenway Child Care Center. Mr. Chris Murphy, Senior Planning Project Manager, will be talking to this. He's from Community Development. All members of the public are welcome to address the commission on this application. Persons wishing to address the commission should sign up at the podium. Once recognized by the chair, The individual should advance to the podium and state his or her name and address. Person should also indicate whether they are representing anyone other than themselves.
Gigi Robinson 3:28
After the presentation or comments, please be seated unless the chair or member of the commission has questions of the petitioner or speaker. Statements which are demeaning or defamatory to members of the public, staff, or the commission are inappropriate and out of order. In the interest of fairness, we also ask that you observe the three-minute time limit. You will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time has expired. This rule applies to all citizens. However, if you are representing a group such as an HOA, please indicate the group you're representing when you sign up, and you'll be allowed five minutes to speak.

Procedure for the public hearing is as follows. First, the staff will present their report. Second, members of the application will have their chance to do their report. Then the members of the public will have an opportunity to speak. Third, the Planning Commission will ask some questions. We'll either close the public hearing or leave it open to the next meeting, and the Planning Commission will have a discussion and vote on the application or delay the vote to the next meeting. With that, Mr. Murphy.
Chris Murphy 4:56
Good evening, Madam Chair, members of the Planning Commission. I am here to present the staff report for rezoning TLZM 2018-05 that involves two parcels, totaling 8.85 acres, situated at the southwest corner of Greenway Drive at South King Street. This rezoning application is a concept plan and proper amendment of rezoning TLZM 2008-05, to permit the reuse of existing historic buildings and new construction to accommodate an indoor theater, office use, school of general education, this would be K through eighth grade, place of worship uses, eating establishments without drive-in, some retail use, and a commercial inn. About the total square feet, I have an error in the staff report that indicates over 140,000 square feet of use.
Chris Murphy 5:45
That is incorrect. This 101-306 number is the correct figure. Also note, the application includes a minor special exception for School of General Education, but as a minor special exception, that does not require a public hearing or recommendation by the Commission. The subject property is zoned B1 with the H1 overlay, pursuant to ordinance number 90033, when it was determined that the B1-H1 zoning was the most effective means for preserving the historic manor house and its extant farm complex buildings, while allowing the uses of the property
