What agenda items are being adopted at the start of the meeting?
Yes, ma'am. Candace, can you hear me? Yes, ma'am. Super, thank you. Okay. Do I hear a motion to adopt the agenda as submitted?
Oh woo.
Any additions or deletions? All those in favour?
Aye.
I
Can this I have seen I wasn't there last meeting. Jennifer?
Ay.
Okay. Um, do I hear a motion to approve the minutes of April third, twenty twenty five meeting?
Second.
Are there any additions, alterations, etcetera? Jennifer, do you have any questions? No ma'am. Candice, any questions? No meow. Okay. Um There are some concerns that I have that I put up against the questions that you had listed attached to your staff report. And I think most of them are done. There may be one or two that I need to come back to, but I think We've answered a lot of them. The one big question that I had. um from the minutes and that is did we get an answer on what is considered utilities and did Richmond give us a definition utilities are drying stations for various products taken out of our water. And it's just hunky dory to be right beside Holmes. Mm-hmm,
kuus, huhys. No. Wrong button. Oh. I need the practice with this new system.
How are the minutes from the previous meeting approved and discussed?
Okay, so we have definitions of both major and minor utilities in Article Nine that we're gonna get to. And there are I I think if you look at the definition for minor utilities, you're gonna see that Almost everything there clearly has to go to a residential district like water and sewer distribution and transmission. Pump stations, metering. Those things.
That concern me.
Right. And I think if you look at those definitions, you're gonna have very little concern. I see only one thing there that we can check on for you to see if we can exclude that, which is electric Transm mm, I forgot what we exactly what word we used, but electric transmi transmitters maybe.
So we'll we'll hit that tonight.
We'll look at that.
Thank you. Okay, with that. All those in favour of the minutes? I Jennifer. I Candice? Mm. Thank you. Okay. Um Are there any disclosures? Jennifer? No me han Candice?
Name um
Uh sent me an email uh a couple of days ago.
Yeah.
None.
None. I had none either. There's no chairman. Are there any petitioners that have signed up? No, ma'am. No? Does anyone wish to talk? We'll close the petitioner's section then. Okay. Um then let's get into the work session. Um And with that. Review of the zoning ordinance rewrite, article two, zoning districts and dimension standards, divisions six through ten. and Article three use regulations.
Thank you, Madam Chair. And tonight is our second work session. On the draft zoning ordinance rewrite. So we'll pick up where we left off in Article two, which is division six through eight. And then we'll endeavor to begin Article three. Uh real quick just for anybody tuning in at home, uh overview of the project milestones as you can see on the screen. Uh lat a couple years ago when we started this we had a bunch of kickoff and focus group meetings with the community. We hired a consultant, they did a code audit and an annotated outline to document. uh where things were in the previous zoning ordinance and where they're proposed to go in the zoning ordinance rewrite. А then in twenty twenty four we had some presentations of
Overviews of the concepts that went into the draft text. And then now in twenty twenty five we are in our planning commission in depth review period as well as the sixty day public comment period. So uh if anybody wants to follow along, the zoning ordinance rewrite project page is leaseburgva.gov forward slash zoning ordinance rewrite. Here's the Planning Commission work plan. So the h highlighted bar here has shifted down a little bit. We are looking at the last part of zoning districts dimensional standards and then getting into use regulations. And these are the the main tenets from the council endorsed project plan that are intended to guide our work as we go through updating the zoning ordinance.
So you should have a a copy of that at your seats and that's also available on that project page. So jumping back into article two. Uh we did talk about the base districts, the residential, commercial, industrial and mixed use zoning districts.
