What agenda items were approved at the start of the meeting?
We have a quorum, and we have one member, Commissioner Tuck, who is with us via telephone. Canis, can you hear us? Yes, ma'am. Super, thank you. Do I hear a motion to adopt the agenda as submitted? Seconded. Any changes, any alterations? All those in favor?
Aye.
Do I hear a motion to approve the minutes of April 17th, 2025 meeting? Seconded. Are there any changes, alterations, updates, amendments? All those in favor as submitted? Aye.
Abstain. I wasn't present.
All right, disclosure of meetings. Did anyone have a meeting? No, no, no. Okay, no meetings.
Chairman and, okay.
Do we have any petitioners? Yes, the first petitioner is Morgan Hadlock.
Will you come up? Let me read a few items for you. Persons wishing to address the commission as a petitioner should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or members of the commission have questions of the petitioner or speaker. Statements which are demeaning or defamatory to members of the public, staff, or the commission are inappropriate and out of order. In the interest of fairness, we also ask that you observe the three-minute time limit. You will hear a bell at the end of three minutes.
At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time has expired. This rule applies to all citizens. However, if you are representing a group such as an HOA, Please indicate the group you're representing when you sign up, and you'll be allowed to speak up to five minutes. And now, once more, would you like to come up? Now is fine.
Thank you, my name is Morgan Hadlock and I'm an associate with Curata Partners. Our firm has a number of applications currently processing in the town and I am also a Leesburg resident, so definitely appreciative of the efforts that you all are putting forth during this rewrite process. We know that this is a tremendous undertaking. and things are very much in flux as you all discuss these draft chapters. But for Article 3 in particular, we wanted to note that it seems like there are a lot of sort of layers to work through as you try, excuse me, I just walked over here. As you try to determine what standards apply to a particular use from that use table. So starting with the use category and then working into the specific uses and then those uses kind of having to go up to the different zoning districts and then applying in some instances different standards for limited versus special exception applications for those uses might be a lot for an applicant coming forward with an application as well as the commission to work through.
So it might be helpful to see if there's any way to sort of streamline that thought process. And to pivot to your first discussion on April 3rd, when you talked about the mixed-use center, we'd love to do a deep dive of that with you all in that zoning designation in particular, because there are significant problems with the current draft that will preclude the villages at Leesburg from continuing to adapt and attract the uses that it's seeking to bring into the town. Again, we greatly appreciate and certainly don't envy your job as you all work through these chapters, but please know that we are diving in right alongside you and are working through our list of items to highlight, which we will have to staff by Monday's deadline.
We're here to help in any way that we can, so please don't hesitate to reach out if you have any questions about what I touched on this evening or anything at all. So thank you for your time. Thanks. I'm looking forward to a thorough discussion this evening. Thank you.
The next petitioner is Beverly Tate.
Welcome. Hello. I am Bev Tate. I am Planning and GIS Service Director for Loudoun County Public Schools. So I wanted to come and just offer some additional comments from us on the zoning ordinance.
