Brian Boucher, Deputy Director, Department of Community Development will present it. All members of the public are welcome to address the commission on this application.
Persons wishing to address the commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or member of the commission has questions of the petitioner or speaker. Statements which are demeaning or defamatory to the members of the public, staff, or the Commission are inappropriate and out of order. In interest of fairness, we also ask that you observe the three-minute time limit. You will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time has expired.
This rule applies to all citizens. However, if you're representing a group such as an HOA, please indicate the group you're representing when you sign up, and you'll be allowed up to five minutes to speak. The procedure for the public hearing is as follows. First, staff will present their report. Second, members of the public will have an opportunity to speak. Third, the Planning Commission can ask questions. Fourth, we'll close the public hearing or leave it open until the next meeting. The Planning Commission will then have a discussion and then a vote on the application or delay it to the next meeting. Mr. Boucher.

Thank you. Ooh, this feels so much better. All right, you have introduced this. It's a special exception application for a drive-through, and it's to allow an up to 5,000 square foot eating establishment, fast food with a drive-through facility in the Shenandoah Square Shopping Center. Subject property, I bet you all are familiar with it. So this just kind of shows you the general location. The big building up at the top of the picture is the floor and decor, formerly the Walmart. And then just if you look at what uses are there, and I imagine most of us are familiar with the uses, this would be just north of the Leesburg Public House as far as in the center, you can see there. And the blue area is where they're looking, it's kind of the area that would be subject to the special exception application.
Now, real quickly, zoning, it's interesting in this case. If you look at our zoning map, it says B3. That seems simple enough, but it's mapped as B3 district, but it's actually administered as Old Town B2 General Business District, subject to proffers from 1981. So this was an early rezoning in the town. And so those rights carry on. Also, it's mapped as Gateway. If you look at that zoning map, we're also in the Gateway District.
